节能评估文件政策导读:发展和改革会2010年9月17日发布了2010年第6号令《固定资产投资项目节能评估和暂行办法》(以下简称≤评办法》),11月1日起实施,≤评办法》建立和实施固定资产投资项目节能评估和制度,把节能作为项目审批、核准以及开工建设的前置条件,对不符合节能的项目实行前置否决,一方面能够约束新上项目落实有关节能法规、,不断能喳用效率;另一方面能够从源头上遏制能耗不合理增长。此举标志着我国层面固定资产投资项目节能评估工作和制度正式步入实施阶段。节能评估是实现项目从源头控制能耗增长、增强用能合理性的重要手段。依据和地方相关节能强制性、规范及能源发展政策在固定资产投资项目审批、核准阶段进行用能科学性、合理性分析与评估,提出节能降耗措施,出具意见,可以直接从源头上避免用能不合理项目的开工建设,为项目决策提供科学依据。能评工作是我国节能工作从早期的用能单位能源消耗,进一步追根溯源介阮目建设前期的新举措,是标本兼治、卡住源头的措施。
